Baggiano graduated from Auburn University at Montgomery in 1979 with a bachelor’s degree in English and in 1981 with a master’s of public administration degree. She later received a doctorate in public administration from the University of Alabama. Her professional career in the U.S. private and public healthcare sectors extended for more than two decades. She retired as president of the Health Care Global Industry Group of EDS Healthcare, a Fortune 100 company.
Throughout her career, she was influential in shaping public policy relating to the quality and delivery of healthcare at both state and national levels. Her portfolio includes service as a presidential appointee and as associate administrator of the Centers for Medicare and Medicaid for the U.S. Department of Health and Human Services. She also served in the cabinets of two Alabama governors through concurrent appointments as commissioner of the Department of Human Resources and commissioner of the Alabama Medicaid.
Baggiano serves on the Dean’s Advisory Council and the Women’s Leadership Institute Advisory Board for Auburn University’s College of Liberal Arts. She is a member of Auburn’s Foy Society, Samford Society, and Petrie Society. She is married to retired Colonel Tony Baggiano and is the mother of five.
